Here is the Sindy doll from the 1964 Sindy Brochure. The first edition of Sindy Weekender was made in England between 1963-65 and had soft vinyl arms and hard hollow legs and torso. She had three different hair colours: blonde, auburn and brunette.
But according to Jennifer, who’s made a great research about this and shares it on her site, Jenjoy’s All Dolled Up Page :“Dolls with those non-bending, hollow, blow-moulded legs can be marked Made in England or Made in Hong Kong.”
