I’m not sure what the paper-like item is, above the boots, (that you can see on the Rainy Days package image) but my guess is that it’s the instruction (about baby powder to make the boots go on to the feet easier) that was put inside one of the boots in the factory).

I have one of those instructions at TLSM, below, but it’s been in a Schuco Sindy packaging, even so, I believe they looked almost identical, except for the logos.
